The All-China Federation of Trade Unions recently issued a notice that it will take "ten measures" to promote the release of employees' consumption potential, further assist cultural tourism consumption, and promote economic and social development.
These "ten measures" include: phased issuance of trade union consumption coupons, expanding the scale of employees' recuperation, enriching employees' cultural and sports activities, expanding employees' spring and autumn outings, carrying out "Trade Union Summer Camp" study and study activities, helping employees improve their skills, appropriately increasing standards of condolences, increasing consumer assistance, strengthening occupational harm guarantees for workers in new employment forms, and increasing assistance to employees' difficulties.
The notice clearly states that grassroots trade unions can issue trade union consumption vouchers once a year based on actual conditions based on current regulations to purchase daily consumer goods and cultural tourism products, etc. Grassroots trade unions should actively cooperate with their units to formulate annual employee rest plan, clarify the employee rest cycle, promote the implementation of employee rest rights and interests in accordance with the law, and strive to participate in rest once within five years. Trade unions at or above the county level can organize regular restoration of outstanding technical workers in combination with model restoration.
Based-level trade unions can increase the employee cultural and sports activities that all employees participate in every year based on the current regulations, expand the scope of membership membership expenses, and increase the subsidy for trade union funds to make up for insufficient membership expenses; grassroots trade unions can organize members to carry out spring and autumn outings based on local actual conditions every year; trade unions at or above the county level continue to organize "Trade Union Summer Camp" study and study activities for children of six groups including revolutionary martyrs, needy workers, new employment forms, migrant workers, border workers, and ethnic minority workers. The required funds can be distributed by trade union funds.
At the same time, grassroots trade unions should actively cooperate with their units to carry out employee vocational qualification training, skill training and other work, and trade union funds can be appropriately subsidized. Appropriately improve the standards for physical condolences for various trade union condolences such as birthdays of trade union members, national statutory holidays, marriage, childbirth, retirement, and hospitalization, and give full play to the role of the trade union’s counterpart aid to Tibet and Xinjiang mechanism, and encourage employees to actively participate in consumer assistance.
The notice also clearly states that trade unions at or above the county level are encouraged to actively explore and purchase occupational injury protection products such as personal accident insurance for workers in new employment forms. When bringing warmth in the "two festivals", increase the investment in trade unions, promptly help and rescue temporary and sudden difficulties employees, and ensure the "bottom line" of life assistance for disadvantaged workers.
