CCTV News: According to the National Energy Administration, in order to thoroughly implement the relevant decisions and deployments of the CPC Central Committee and the State Council, implement the new energy security strategy with higher standards, do a solid job in energy work in 2025, and use high-quality energy development and high-level security to help my country's economy continue to recover and improve, the National Energy Administration has studied and formulated the "Guiding Opinions on Energy Work in 2025" (hereinafter referred to as the "Guiding Opinions").

The "Guiding Opinions" put forward the main goals of energy work in 2025: In terms of supply guarantee capacity, the national total energy production has steadily increased. Coal production has increased steadily, crude oil production has remained above 200 million tons, natural gas production has maintained rapid growth, and the scale of oil and gas reserves has continued to increase. The total installed capacity of power generation in the country has reached more than 3.6 billion kilowatts, the installed capacity of new energy power generation is more than 200 million kilowatts, the power generation volume has reached about 10.6 trillion kilowatt hours, and the cross-provincial and cross-regional transmission capacity has continued to improve. In terms of green and low-carbon transformation, the proportion of installed power generation in non-fossil energy has increased to about 60%, and the proportion of non-fossil energy in total energy consumption has increased to about 20%. New progress has been made in the replacement of renewable energy in key areas such as industry, transportation, and construction. The policy measures for new energy consumption and regulation have been further improved, and the policy mechanism for green and low-carbon development has been further improved. In terms of quality and efficiency, the average power supply coal consumption of thermal power units remains at a reasonable level. The utilization rate of wind power and photovoltaic power generation remains at a reasonable level, and the comprehensive benefits of photovoltaic desertification control are more significant. Large coal mines have basically achieved intelligence. A national unified power market system has been initially built, and resource allocation has been further optimized.

The "Guiding Opinions" proposes 21 annual key tasks. First, we will vigorously improve energy security guarantee capabilities from three aspects: consolidating the foundation of energy security guarantee, improving regional energy coordinated guarantee capabilities, and strengthening the control of major energy security risks. Second, we will actively and steadily promote the green and low-carbon transformation of energy from three aspects: maintaining the good development trend of non-fossil energy, coordinating the construction of new power systems, and continuously deepening the transformation of energy development and utilization methods. Third, we will deepen the energy reform and the rule of law construction from three aspects: continuous improvement of the energy system and mechanism, deepen the construction of a unified national power market, and continuously improve the energy legal system. Fourth, accelerate the promotion of self-reliance and self-improvement of energy science and technology from three aspects: continuous improvement of the energy science and technology innovation system, strengthening the research and development of key core energy technologies, and cultivating, developing and strengthening new energy industries and new business forms. Fifth, from the two aspects of improving the level of energy-use guarantee for people's livelihood and promoting high-quality development of county-level energy, we will effectively enhance the people's satisfaction with energy use. Sixth, we will strive to improve the efficiency of energy supervision from two aspects: effectively maintaining fair and just market order and continuously strengthening power safety supervision. 7. Consolidate and deepen international energy cooperation from three aspects: continuous enhancement of overseas resource supply guarantee capabilities, coordinate energy cooperation between key countries and regions, and actively participate in global energy governance. 8. From two aspects, we will coordinate the preparation and implementation of energy planning from the two aspects of increasing efforts to complete the goals and tasks of the "14th Five-Year Plan" and scientifically planning the "15th Five-Year Plan" energy planning.
