CCTV News: According to the WeChat official account of "Network Information China", recently, the State Internet Information Office, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the General Administration of Customs, the State Administration for Market Regulation, and the State Administration of Radio, Film and Television jointly issued the "Regulations on the Management of Directly Connected Satellite Services of Terminal Equipment" (hereinafter referred to as the "Regulations"), which will come into effect on June 1, 2025. A relevant person in charge of the State Internet Information Office said that the issuance of the "Regulations" aims to implement the provisions of the "Cybersecurity Law", "Data Security Law", "Telecommunications Regulations" and other laws and regulations, promote and standardize the healthy development of direct-connected satellite services of terminal equipment, safeguard national security and social public interests, and protect the legitimate rights and interests of citizens, legal persons and other organizations.

In recent years, direct-connected satellites in terminal equipment have become a hot spot and trend in the development field of global mobile communications, and products and services have been popularized rapidly and have attracted widespread attention from all walks of life. The "Regulations" stipulate the development and promotion of the direct-connected satellite service technology industry of terminal equipment, equipment facilities and service management, supervision and management, and legal responsibilities, and provide specific guidance for the direct-connected satellite service management of terminal equipment.

The Regulations clearly state that these regulations apply to the provision of direct-connected satellite services for terminal equipment within the territory of the People's Republic of China, use direct-connected satellite services within the territory of the People's Republic of China, and to produce, assemble, provide and sell terminal equipment that supports direct-connected satellite services within the territory of the People's Republic of China. It is proposed that the principle of combining development and safety with direct connection of terminal equipment is adhered to the principle of combining development and governance according to law.

The Regulations propose to support the research on direct connection satellite technology of terminal equipment, the integrated development of satellite communications and ground mobile communications, explore new applications and new business forms for technological integration, and build a systematic and complete industrial system. It is encouraged to improve my country's network coverage through direct connection of terminal equipment satellite services, promote its application in disaster prevention, mitigation and relief, production safety, field operations and search and rescue, support the development and utilization of relevant data in accordance with the law, and encourage equal and mutually beneficial international exchanges and cooperation.

The Regulations require that if the terminal equipment is directly connected to satellite services, the terminal equipment is connected to the domestic public telecommunications network and the use of radio frequency in the domestic market, the corresponding license and approval shall be obtained in accordance with relevant regulations. Relevant infrastructure construction activities must comply with relevant laws and regulations, relevant regulations of competent departments and mandatory requirements of national standards.
