In recent years, with the continuous introduction of visa-free convenience policies, the number of overseas tourists to China has increased significantly, and the enthusiasm for consumption in China has continued to heat up. On April 8, the State Administration of Taxation issued the "Announcement on Promoting the Service Measures for the "Buy and Refund" of Tax Refunds for Shopping and Departure of Overseas Travelers", which promoted the "Buy and Refunds" of Departure Refunds from many places to the whole country, further stimulating the vitality of inbound consumption by overseas tourists.

In order to better create a tourism and consumption environment for overseas tourists to China, the six departments jointly issued a "Notice", lowering the starting point of departure tax refund from 500 yuan to 200 yuan, and on the basis that there is no upper limit for transfer tax refund, the cash tax refund limit is increased from 10,000 yuan to 20,000 yuan, and simultaneously promoting the incremental expansion of tax refund stores, enriching the supply of tax refund products, and improving the convenience of tax refunds.

The State Administration of Taxation has revised the "Management Measures for the Departure Tax Refund of Overseas Travelers Shopping" to further optimize tax services, simplify tax refund operations, and help overseas travelers enjoy the Departure Tax Refund Policy more conveniently. For example, optimize the information system to realize the full process of electronic departure tax refund processing. Shopping invoice information can be automatically brought in when the store handles tax refund and issuing orders, improving the efficiency of orders and verification, and shortening the waiting time for passengers. For example, the entry conditions are relaxed, and on the basis that taxpayers with better tax credits can apply to become tax refund stores, newly established enterprises, i.e. taxpayers with tax credits of M, are included, to meet the tax refund needs of more overseas tourists. At the same time, speed up the filing and processing process of tax refund stores. For stores that meet the conditions, they can become tax refund stores after filing with the competent tax authority and obtaining the tax refund store logo and installing the departure tax refund management information system.

"The "Simultaneously revise the "Management Measures for the Administration of Shopping and Departure of Overseas Travelers" will further facilitate the operation and implementation of relevant policies and ensure that the "Notice" issued by the six departments is implemented and effective as soon as possible." A relevant responsible person from the Goods and Labor Taxation Department of the State Administration of Taxation said that the improvement of this policy and the implementation of supporting service measures will improve the efficiency of filing and handling tax refunds in tax refund stores, attract more stores to join, further improve the tax refund experience of overseas tourists, attract more overseas personnel to China, and expand inbound consumption.

"The implementation of this policy can further gather the joint efforts of various departments, which will help enrich market supply and fully release the effect of the departure tax refund policy." Chen Binkai, member of the Standing Committee of the Party Committee and Vice President of the Central University of Finance and Economics, believes that "providing overseas tourists with diversified shopping options and better quality and convenient tax refund services will help stimulate the vitality of entry consumption for overseas tourists and effectively assist high-level opening up and economic growth."

The responsible person of the Department of Goods and Labor Taxation of the State Administration of Taxation also stated that the tax department will continue to strengthen the publicity and guidance of relevant policies, improve the dynamic map of departure tax refund shops for overseas tourists for inquiries, and write multiple languages ​​for departure tax refund processing guidelines for tourists from different countries, further improve the intelligence and convenience of tax refunds, better improve the consumption experience of overseas tourists, and better help release the consumption potential of inbound tourism.
