CCTV News: Flood storage and detention areas are an important part of the basin flood control engineering system. In recent years, they have played an irreplaceable "trump card" role at critical moments in defending against large basin floods. In order to strengthen the safety construction and operation management of flood storage and detention areas, the Ministry of Water Resources recently issued the "Three-Year Action Plan for the Construction and Management of Flood Storage and Detention Areas (2025-2027)" (hereinafter referred to as the "Action Plan") to launch the three-year action plan for the construction and management of flood storage and detention areas.
The Action Plan anchors the goal of "dividing into, reserving, easing out, and people's safety". It focuses on national flood storage and detention areas with outstanding flood control and frequent activation. It coordinates "hard facilities" and "soft construction", combines centralized governance with long-term mechanisms, and clarifies key tasks from the aspects of improving the legal and regulatory planning system, accelerating the construction of flood control projects, promoting the construction of safety facilities, and improving management mechanisms. According to the "Action Plan", by the end of 2027, the 33 new places, a total of 72 national flood storage and detention areas will basically complete the engineering construction tasks determined in the current plan. The other 13 will steadily advance construction and 13 will accelerate the preliminary work. The flood storage and detention areas will have significantly improved their ability to actively regulate, flexibly dispatch and safely apply, and their governance and management capabilities will be significantly enhanced.
In addition, the Ministry of Water Resources has also made arrangements for the comprehensive promotion of the construction of digital twin flood storage and detention areas, requiring further strengthening the function of forecasting, early warning and preview plans, and improving the digital, networking and intelligent level of construction management and scheduling and application of flood storage and detention areas.
