CCTV News: On the afternoon of March 31, 2025 (Monday), the National Development and Reform Commission held a special press conference of the National Development and Reform Commission to introduce the relevant situation of establishing and improving a long-term supervision mechanism for charging related to enterprises, and answering reporters' questions.

Niu Yubin, Director of the Price Department of the National Development and Reform Commission, introduced that the Party Central Committee and the State Council attach great importance to the issue of charging related enterprises, and the Third Plenary Session of the 20th Central Committee of the Communist Party of China put forward clear requirements for improving the long-term supervision mechanism for charging related enterprises. In order to implement the decisions and deployments of the CPC Central Committee and the State Council, the four departments took the lead and worked with relevant departments to conduct in-depth investigations and research, widely listen to opinions and suggestions from all parties, and studied and drafted the "Guiding Opinions", which was recently issued and implemented after review and approval by the State Council Executive Meeting on March 21.

The charges of various entities such as administrative agencies, public institutions, intermediary service agencies, industry associations and chambers of commerce in the process of providing services to enterprises are issues that enterprises are generally concerned about and involve the vital interests of enterprises. In recent years, relevant departments have carried out multiple rectifications on the illegal charging of enterprises and achieved positive results. The charging items related to enterprises have gradually decreased, and the charging behavior has become more standardized. However, the charges involving enterprises involve many subjects and a wide range of fields. Some charging entities "take advantage of loopholes" and "play edges" through various methods. The problem of illegal charging still occurs from time to time, showing the characteristics of complexity, repetition and concealment. Some charging entities use their strong position or information advantages to pass on the costs that should be borne by themselves to the enterprise through fees, some use administrative power and influence to "check out" fees, and some use their advantageous position to set up unreasonable charging items or charge too high. These illegal charging behaviors not only increase the cost of enterprises and increase the operating burden of enterprises, but also damage the business environment and affect fair competition in the market. It is necessary to establish and improve a long-term supervision mechanism for charges involving enterprises and further increase the efforts to manage illegal charging.

The Guiding Opinions adhere to problem-oriented approach, propose targeted measures, and also refine and upgrade some good experiences and practices in the previous rectification actions, as well as the beneficial explorations carried out by local governments into institutionalized and institutionalized arrangements, focusing on government departments and subordinate units, administrative approval intermediary service agencies, industry associations and chambers of commerce, enterprises that operate natural monopoly links and other enterprise-related charging entities, strengthen prevention, regular governance, punishment, and radicalization, and propose seven key tasks, mainly including: improving the list of charges for enterprises, and giving enterprises a "clear account" by formulating a list; improving the work mechanism for the evaluation and review of the charging policies related to enterprises, and strengthening the legality and fairness of the newly issued charging policies related to enterprises, and Assessment and review of social expected impacts, carry out special rectification of existing policies; strengthen the normal publicity and interpretation of enterprise-related charging policies, so that policies can enter enterprises and let enterprises know how to use policies; improve the tracking and monitoring system for enterprises, and early detection and handling of new situations and new problems; improve the mechanism for collecting and handling clues of enterprise-related charging problems, so that enterprises can have some places to say and some people will manage them if they find them; strengthen charging standards in related fields, and in areas where there are frequent occurrences of random charging problems such as intermediary services, industry associations and chambers of commerce, and natural monopoly link enterprises, further deepen reforms, clean up violations, and standardize charging behaviors; improve relevant laws and regulations to provide legal guarantees for supervision, so that illegal charging has nowhere to hide.

Compared with the past, the "Guiding Opinions" have three main characteristics. First, the full-chain governance, with key tasks covering pre-, during and after-event supervision, establish a catalog list in advance, improve evaluation and review, and guard the "first door"; strengthen normalized publicity, interpretation and tracking and monitoring during the process, and "take the pulse and consult" in a timely manner; improve the collection and handling mechanism of problem clues afterwards, and form a closed-loop supervision of the charges involving enterprises. The second is source governance, and to target areas such as administrative approval intermediary service agencies, industry associations and chambers of commerce, water supply, power supply, gas and heating, standardize industry management and promote industry reforms, and at the same time improve relevant laws and regulations related to enterprise charges to further consolidate the foundation, stabilize expectations, and benefit the long-term. The third is collaborative governance. In key tasks such as improving the charging catalog and punishing illegal charging behaviors, we should focus on strengthening departmental coordination, clarifying the division of responsibilities, strengthening departmental responsibilities, and forming a joint supervision force.

Through these institutional arrangements, a normalized and long-term governance mechanism will be formed, which will be conducive to comprehensively standardizing enterprise-related charging behaviors, effectively curbing illegal charging, effectively reducing the burden on enterprises, and stimulating the endogenous motivation and market vitality of enterprises; it will be conducive to further standardizing the enterprise-related charging order, breaking down industry barriers caused by unreasonable charging, and allowing all types of enterprises to participate in market competition fairly under the same rules and environment.
