CCTV News: On March 17, the State Information Office held a press conference to introduce the situation of boosting consumption.

At the meeting, Li Gang, Director of the Market Operation and Consumption Promotion Department of the Ministry of Commerce, introduced that as of March 16, the total number of automobile trade-in applications nationwide exceeded 1.32 million; consumers purchased more than 26 million units of 12 major home appliances trade-in products, and more than 41 million consumers applied for 51 million subsidies for new purchases of digital products such as mobile phones. From January to February this year, the retail sales of communication equipment, furniture and home appliances units above the limit increased by 26.2%, 11.7% and 10.9% year-on-year respectively; although automobile sales decreased, sales volume continued to grow. According to data from the Automobile Dealers Association, the domestic passenger car retail volume increased by 1.2% year-on-year from January to February, of which 26% year-on-year in February, showing an accelerated upward trend. According to data from the Ministry of Commerce, the national scrapped automobile recycling volume increased by 50.1% year-on-year from January to February, of which 188.2% year-on-year in February, setting a record high. At present, implementation details of various regions are being issued one after another, and the Ministry of Commerce will ensure the subsequent implementation. At the same time, focus on the following four aspects:

First is to optimize convenient services. Last year, the Ministry of Commerce developed a car trade-in system, and connected data from relevant departments to realize "one-double declaration and one-network joint review" of subsidies, and at the same time launched a home appliance trade-in qualification verification system. This year, the Ministry of Commerce will further improve the functions of relevant systems, such as adding the "cross-regional data verification and comparison" function to continuously improve the review efficiency. At the same time, we will guide local governments to further simplify the process, improve the speed of allocation, and make subsidy funds more efficient and convenient to directly reach consumers.

The second is to prevent policy risks. In response to the violations of false transactions, repeated applications, and multiple sales of one machine that everyone is concerned about, the Ministry of Commerce has iteratively upgraded the system and used information technology to conduct real-time monitoring and interception. At the same time, open up channels for supervision and reporting, work with relevant departments to guide local governments to investigate and deal with it in a timely manner, resolutely safeguard market order, and protect the legitimate rights and interests of consumers.

The third is to smooth the recycling chain. There is "new" and there is "old". We will focus on the "old" link, accelerate the implementation and effectiveness of the pilot circulation of second-hand goods, and at the same time deepen the construction of a recycling system for recycling of recycled resources, continue to smooth the recycling chain of waste goods, and improve the capacity and level of resource recycling.

The fourth is to strengthen publicity and promotion. Build a joint publicity matrix, continue to publicize policy processes, standards and progress results, and make good policies known to everyone; innovate and promote activities, organize local stations and exchange activities well, strengthen supply and demand docking, new product launches, and linkage promotions, and stimulate consumption enthusiasm.
