The implementation rules for issuing childcare subsidies are as follows: 10,000 yuan of childcare subsidies are given for one child; 50,000 yuan of childcare subsidies are given for a second child, and 10,000 yuan of childcare subsidies are given for a child of 5 years old; 100,000 yuan of childcare subsidies are given for a child of 3 or above, and 10,000 yuan of childcare subsidies are given for a child of 10,000 yuan per year, and 10,000 yuan of childcare subsidies are given for a child of 10 years old.

Implement the implementation rules and service procedures of childcare subsidy projects on the "Implementation Opinions on Promoting Population Aggregation and Promoting High-Quality Development of Population"

In accordance with the spirit of the document "Implementation Opinions of the People's Government of Hohhot on Promoting Population Aggregation and Promoting High-Quality Development of Population" (Hu Zhengfa [2025] No. 7), the implementation rules for the issuance of childcare subsidies are as follows: 1. Qualification Certification

(I) Enjoy the Conditions

1. Those who have children in accordance with the provisions of the Inner Mongolia Autonomous Region Population and Family Planning Regulations;

2. Families that have legally given birth after March 1, 2025 (including March 1);

3. Both spouses have registered their households in Hohhot City or one spouse has registered their households in Hohhot City. They live, work and live in Hohhot City. The people, houses and households are required to be consistent, and the newborn settles in Hohhot City for the first time.

(2) Calculation of the number of children

1. If the first child is born, the child is a multi-child, the newborn child will enjoy the child care subsidy of one child, two child, and three child in the order of the child. If the child is more than three child, the newborn child can enjoy the child care subsidy of the second child and three child according to the order of the child. If the child is more than three child, the newborn child can enjoy the child care subsidy of the second child and three child according to the order of the child. 2. Distribution standards

(I) Issuance amount and cycle

2. A childbirth subsidy of 50,000 yuan will be issued for a second child, and will be paid at 10,000 yuan per year until the child is 5 years old;

3. A childbirth subsidy of 10,000 yuan will be issued for a third child or above, and will be paid at 10,000 yuan per year until the child is 10 years old.

(II) Confirmation of the issuance time

1. If the child settles in Hohhot for the first time after the birth, the child’s birth subsidy shall be calculated based on the year of birth;

2. If the child dies or moves out of Hohhot for household registration, the childcare subsidy shall be stopped the following year.

(III) The following situations are subject to the following situations in accordance with the standards stipulated by the "Notice of the General Office of the People's Government of the Inner Mongolia Autonomous Region on Issuing the Implementation Plan for Accelerating the Implementation Plan of the Autonomous Region to Promote the Construction of a Reproductive Friendly Society" (Inner Affairs Office [2025] No. 6):

1. Born from January 1, 2025 (including January 1) to February 28 (including February 28);

3. Application and Review

(I) Confirmation of "No Application and Enjoy" qualifications

After the child settled in Hohhot for the first time, the "No Application and Enjoy" qualifications will be confirmed first, and the subsidy application qualifications for the public will be automatically reviewed through information technology. If the review is approved, the public will be informed by text messages.

(II) Actively apply for qualification confirmation

1. Family application. The public can also confirm their qualifications through online application. After the child settles in Hohhot for the first time, the mother can scan the dedicated QR code to submit the application through various channels such as midwifery institutions and public security departments to apply for settlement windows, community/village (neighborhood) committees, "Love Qingcheng" public account, "Healthy Hohhot" mini program, etc., upload relevant information and promise that the information submitted is true and valid, and voluntarily bear legal responsibilities. The specific information is as follows:

1) Original household registration book (home page, personal page), original ID card (front and back), original marriage certificate;

2) Original household registration book (home page, personal page) of the family's children, original medical certificate of birth of all children;

3) Own housing property certificate (real estate registration certificate) or original online contract (upload the house information page and the signature and seal page of both parties); for those who cannot provide the above documents, they can provide medical insurance payment records within the year or the previous year;

4) The adopted family must submit the original legal adoption certificate. Widowed families must submit a death certificate of their deceased spouse. Divorced families must submit a support statement signed by both parties and a divorce agreement or a court divorce judgment.

2. Review step by step. Banners, counties, townships (street offices), and villages (neighborhood) committees conduct bottom-up reviews in May and November each year.

3. If the childcare subsidy for second, third and above is issued annually, the applicant must submit an "annual review" application during the next year's centralized review period, and there is no need to fill in information and upload information again.

4. Fund issuance

The parenting subsidy project is distributed through the determined fund issuance channel. After the application is approved, it will be distributed twice in July and January each year.
