"Effective mediation and resolution of social conflicts and disputes, and reducing litigation cases can make grassroots social governance more effective." Zhang Hui's suggestions were included in the key supervision suggestions by the Standing Committee of the National People's Congress, and the Supreme People's Court formed a special working group to handle them. Relevant staff went to Yunnan to communicate in-depth with her and listened to her opinions and suggestions in person.
Over the past year, Zhang Hui has actively participated in the management of litigation sources, and often went to representative workstations, representative liaison offices, and grassroots legislative contact points to collect social conditions and public opinion, and promptly resolve doubts for the masses. She also actively carries out legal aid and public welfare legal services, and has been deeply involved in rural communities for legal publicity many times, so as to plant the seeds of the rule of law into the hearts of the people.
Zhang Hui told reporters that nowadays, the role of grassroots governance personnel such as grid workers, village cadres, people's mediators has been played, and many conflicts and disputes can be substantively resolved without leaving the village or the community. Taking Yunnan as an example, in 2024, there were 399,900 successful pre-trial mediation cases in the province, and the number of grassroots litigation cases was significantly reduced.
At the end of last year, a head of a small and micro enterprise came to Zhang Hui's office to express his gratitude in person, because the company passed the bank's investigation and review and successfully completed the loan renewal without repaying the principal, which greatly alleviated the financial pressure.
It turned out that the head of the enterprise had reported to Zhang Hui that the difficulty of renewing operating loans was difficult. After Zhang Hui carefully recorded his opinions and demands, he further conducted further research in private enterprises in different industries such as catering and pharmaceuticals, and put forward suggestions on solving the difficulty and high cost of financing for private enterprises, calling on banks to explore "renewal of loans without repayment" and increase support for small and micro enterprises to renew loans.
Last year, relevant departments issued policy documents to improve the financial services level of small and micro enterprises, requiring the banking industry to meet the financing needs of small and micro enterprises through newly issued loans and other forms to meet the financing needs of small and micro enterprises. Zhang Hui has been paying attention to the development of private enterprises for a long time. At the National People's Congress last year, she put forward suggestions on the issuance of the Private Economy Promotion Law as soon as possible, calling on laws and policies to benefit enterprises to be implemented as soon as possible so that entrepreneurs can operate with confidence and invest with confidence.
