Service consumption is an important tool for the expansion and upgrading of consumption, and an important support for promoting the improvement of people's livelihood. This year, the Ministry of Commerce will take the lead in implementing the action of improving the quality of service consumption, and put forward a number of pragmatic measures in key areas of service consumption such as culture, tourism, elderly care, childcare, health, sports, and life services, from the aspects of supporting policies, promoting activities, platform carriers, opening up to the outside world, standard guidance, and development environment.

In response to the insufficient supply of high-quality services and the service quality issues of concern to the masses, the Ministry of Commerce will focus on "opening up to the outside world and liberalizing internally" and strive to optimize service supply. On the one hand, we will promote a comprehensive pilot demonstration of expanding the opening up of the service industry, promote orderly opening up in the fields of the Internet, culture, and expand the pilot program of opening up in the fields of telecommunications, medical care, education, etc. On the other hand, we will promote reform, opening up and innovation in the field of service consumption, start from relaxing access, reducing restrictions, and optimizing supervision, and expand the supply of diversified services such as health, elderly care, childcare, and housekeeping.
